The United Arab Emirates has prohibited double banking for all vessels without express permission.
The Ministry of Energy & Infrastructure said in Circular No 13 of 2023, entitled “Prohibition of Ships Double Banking in UAE Waters without Permit”, that double banking was strictly prohibited for all types of ships in UAE waters, including the exclusive economic zones without the permission from the local port authorities or the Federal Maritime Administration (FMA).
The circular goes on to state that foreign flagged vessels found double-banking without permission would be expelled and banned from UAE waters and ports. In the case of UAE-flagged ships, their navigation license will be cancelled and/or de-registered from UAE Registry. Legal action will be taken against the master and the owner/manager of the violating ship.
