General cargo ship Svyaty Pavlo (IMO 8841357) was detained in port of Rostov-on-Don on February 8th. The ship flies under the Comoros flag, currently ‘black’ on the current Paris MoU WGB list.
Under the provisions of section 4 of the Paris MoU, Article 16 of EU Council Directive 2009/16/EC, the ship will be refused further access to any port and anchorage in the Paris MOU region, except a port and anchorage of the ship’s flag State. This refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage.
The period of the refusal of access will be three months.
The Paris MoU on Port State Control also detained three vessels last month over the sulphur content of their fuel. On January 6th Marshall Islands-flagged container ship Al Jasrah (IMO 9732321) was released after being detained at the Port of Rotterdam for one day. On January 10th, container ship Max Winner (IMO 9396610) was released after being detained for two days at the Port of Rotterdam. On January 20th chemical oil products tanker Araz River (IMO 9435363) was released after being detained for five days at the Port of Rotterdam.
In total, 63 vessels were detained in the Paris MOU region during January. 1979-built, Comoros-flagged, 2,457 gt Svyaty Pavlo is owned by Leonzio Corp care of manager Uniship Service Ltd of Berdyansk, Zaporozhskaya oblast, Ukraine. 2008-built, Russia-flagged, 4,681 gt Araz River is owned by Armada Trading 12 Co Ltd care of manager Palmali Shipping & Agency of Istanbul, Turkey. It is entered with Steamship Mutual (Smuab)(European syndicate) on behalf of member Palmali Co Ltd.
2016-built, Marshall Islands-flagged, 153,148 gt Al Jasrah is owned by Al Jasrah Ltd care of manager United Arab Shipping Co Dubai of Dubai, UAE. It is entered with UK P&I Club (area group London L1) on behalf of member Al Jasrah Ltd.
2008-built, Malta-flagged, 16,162 gt Max Winner is owned by Bmax Shipping 5228 Ltd care of manager Vroon BV of Breda, Netherlands. ISM manager is OSM Ship Management GmbH of Hamburg, Germany.
