National Response Corporation (NRC) has expanded its Global Response Services (GRS) effective the beginning of this. To complement its Oil Spill Removal Organization services provided to NRC clients in the US, NRC will now extend oil spill emergency response coverage to Tank and Non-tank vessel clients on a global basis.
NRC’s GRS operates in 14 countries. It pointed out that its GRS International Amendment had been reviewed by the International Group of P&I Clubs (IG) and that it conformed with the IG’s guidelines for vessel response plans.
As part of the GRS worldwide response coverage programme, an annual coverage fee ranging from $450 to $1500 covers all fleets. A negative reply is required if clients do not want to participate in the GRS programme.
Fleet Type Fleet Size Fleet Rate (USD)
Non-Tank Vessel < 5 $450
Non-Tank Vessel 5-10 $675
Non-Tank Vessel 11+ $ 975
Tank Vessel < 5 $975
Tank Vessel 5-10 $1,250
Tank Vessel 11+ $1,500
NRC GRS noted that conformance with the International Group of P&I Club’s coverage guidelines was “essential to our ability to respond to an international oil spill incident. Therefore, we have worked closely with the IG Group to produce an International Amendment that not only conforms to their guidelines, but provides us with the terms and conditions to respond to incidents in international or foreign State waters”.
Should NRC respond to a spill incident, it said that its International Amendment “gives us the framework to work directly with the shipowner, your P&I Club correspondent, and with local regulatory authorities”. http://www.swedishclub.com/media_upload/files/Member%20Alerts/2017/NRC%20Client%20Advisory%20Letter%202016-04.pdf
