Did fuel leak from container ship?

According to a local report about two tons of fuel oil could have leaked from container ship CFS Wind (IMO 9366495) on June 23rd while the vessel was at Kingston, Jamaica.

CFS Wind was due to leave Kingston on June 25th, but after the alleged leak it was detained for investigation and damage assessment.

The reported circumstances of the alleged leak were curious; the port authorities believed that the fuel had leaked from a flexible fuel tank on deck, which was damaged, during the bunkering process.

According to the port authorities there were 21 flexible fuel tanks on board the CFS Wind, kept in the deck area.

The ship had arrived at Kingston on Jun 23rd, travelling from Trinidad & Tobago.

It remained berthed as of the morning of June 28th.
